ComboBox allowing duplicate selection

I have a SharePoint list which contains a lookup to another list.

List A: Contracts w field called Partners (Lookup to list B)

List B: Partners

I have a custom PowerApp on List A:

  - Partners (ComboBox) items = AvaiablePartners

AvailablePartners is a collection I create when the form loads:

// Add Subtext field to Business Partners
ClearCollect(
    AvailableUsers,
    Filter(
        AddColumns(
            'Business Partners',
            "CurrentActiveTasks",
            LookUp(
                UserActiveCount,
                Title = UserValue,
                'Active Count'
            ),
            "Subtext",
            "City: " & WorkState & " | Company: " & DBA & " | Certs: " & Concat(
                Professional_x0020_Credential.Value,
                Concatenate(
                    Text(Value),
                    ", "
                )
            ),
            "StatusValues",
            Status.Value
        ),
        StatusValues = "Active", !IsBlank('E-Mail')
    )
);

This all works fine, however when I open the form in view or edit more. The combobox does not recognize that users have already been selected.

For example. I create a new item and select User 1, 2 and 3.

I open the same item in edit.

User 1, 2, 3 are shown as being selected but the combo box doesn't highlight the selected users. So I can select them again and it will look like this:  User 1, 2, 3, 1, 2, 3.
