Does anyone have any clarification on what this describes?
Alternatively, we are looking to use the Common Data Service as a source of data, not only for PowerApps but for other internal applications. Is there any interface to the Common Data Service/Model (e.g. REST) that could be used to query/interact with the data?
If not, is there any future plans to make the data in the Common Data Model more accessible to non PowerApp applications?
The Data API / SDK was stated as in the 2017 first half time frame.

We currently have a number of separate internal systems, each with their own datasets of "Clients/Accounts". We were looking to pull these together into a single unified source and the Common Data Service sounded ideal. The ability to create PowerApps would be an added bonus for us.
However without being able query the data in the CDS directly via an API makes it unsuitable for integrating our own (non-PowerApps) systems as it stands. It would be great to be able to create an ecosystem of PowerApps and custom Apps all using the CDS as the central repository for common datasets within the organisation.
