ConverToUTC and ConverFromUTC lost millisecond portion of the time

After the convertion, millisecond is round up to second

Could you please share more details about your issue?

What is your datasource and what is your formula expression?

Do you use MS to instead of minutes as my screenshot shows?

All the sampes only have accuracy to upto second. Try with millisecond.
