Can a standard, fixed height gallery be converted to flexible height? The overall height of the gallery is static with a scrollbar, which I prefer, but I would like the gallery's TemplateSize property to be calculated for each row. After setting multiple labels (Label1 and Label2) within the gallery to AutoHeight=true, I attempted to set the Gallery.TemplateSize=Label1.Height+Label2.Height+10, but it appears to only work for the first row of the gallery.

No - you will need to add a new Flexible Height Gallery. You could possibly copy the contents over however.
