From yesterday i couldn't share any app from any enviroment.
Windows doesn't show current users that have access and i couldn't shre app to new users because "Share" isn't active selected any users or groups.
And error missing license appears. In Azure AD i see that license is assigned...

Do you mean that you could not share your canvas app to other users?
Which PowerApps license do you own for your sign in account?
Based on the issue that you mentioned, I have made a test on my side, and don't have the issue that you mentioned. The screenshot as below:
Please check if your sign in account owns a proper license (Office 365 license include PowerApps at least) and the license is not expired. Currently, PowerApps Community Plan does not support "Share app" functionality, if your sign account owns PowerApps Community Plan, you could not have permission to share app to end users in your Org.
Also please consider clear cache of your browser, then sign in your PowerApps again, check if the issue is solved.
