Is it possible to create a powerApps portals app for the intranet? How can this be done? I'd like to host that portals app locally somewhere. Can it even be transferred to a webapp?
When I create a powerApps portals app, the domain given is public. Even if I were to create a custom domain, that domain would still be public. Only enterprise (intranet) users should even be able to see and use this app.
How could I go about doing this?

It is not possible to create a portal app that is hosted internally on an intranet.
If you're asking whether a portal app can be converted to another application type such as an ASP.NET/MVC app, the answer to this is no.
A portal app will consist of HTML/JavaScript/CSS content, so you may be able to reuse some of this a non-portal app.
The closest you could get to restricting a portal app to users in your company would be to create IP white list rules.

PowerApps Portals are only hosted in the cloud by MS. If you want to host a portal on-premise that connects with Dataverse, you would need to look at a 3rd party product. The Portal Connector is one of the more common examples.
