This is happening to me too where I cannot drag and drop. When I use the X and Y values to move the cards they only bounce to the bottom of the screen instead of to where I am trying to put them. Did the X and Y values work for you everytime?
Hi @emily8787. Its kind of glitchy to get cards where you want them. IF there are cards that already have the X and Y values you're trying to move cards INTO, the cards won't go where you want.
You'll need to move Cards OUT of the Row first.

unfortunately, no. Unless you want to remove the data card entirely you cannot move them out of the row.. Even for the spots where there was no data card occupying the position it automatically bounced to a new bottom row when I tried to place it there with the correct X and Y values.
I did figure out you can move them into the order you want from the right-hand side within the Form fields section. Doing this allowed me to place them in the order I wanted and with the snap to columns on I could resize them appropriately. Thanks for your help!
Like I said, its a bit glitchy :). I usually pick some silly number for Y (like 25) when moving them out. As long as I have a "gap in Y's" (don't know what else to call it) I am able to add cards to the correct spot.

They have changed the way it is accessed. You need to go to the file menu > App Settings > Advanced Settings > Tender In Classic Mose to true
Close and reopen. You should be able to move them now
