I have created a deep link (shown below). Click the link in the email opens the Power App; Once the Power App opens the form never populates and only shows 'Getting your data...".
Once in the Power App (by way of the email link) I can use the buttons in the Power App to navigate throughout the other screens, where data does appear.
Accessing the app through Power Apps the app opens the form in 'View' mode based on Set(varEmployee, ThisItem), set in a Gallery in another screen. Using the email link opens the form screen but no data is provided.

Note that publish your app:
In test, I forgot to publish app and got the same result “Getting your data...”. Maybe it also causes your problem.
