This is what @Pstork1 suggested to use:
Your html code need to include the href:
"<a href= 'https://www.microsoft.com/en-us/surface>Surface</a >'"
Please note that inside HTML Code I replaced the double qoute (") with single one (').

There is an HTML control. You can embed an anchor tag in that which will be displayed on the form as a hyperlink. You can make it dynamic by changing the HTMLText property of the control. Is that what you meant?
