I was wondering if it's possible to write a formula whereby if the Form is Blank do not submit it (aka do absolutely nothing), but if it has any values/data DO submit.

If you set your DataCard to require value (*) it will prompt you to input something first.Go back to your data source and make sure that it is a Required Field.Please try working with this code:
If(!IsBlank(Required_Field), Submit, Navigate(SameScreen))
