Heya,
Looking to add icons (circles) based on a data source, let plot using x/y coordinates. Is this possible?
My dataset would have 'ID' as unique identifier. Each ID needs a circle - which is plotted according the relevant X-Y coordinates.

Do you want to plot circle Icon Graph based on the X-Y coordinates related to each ID value in your data source?
Currently, if you want to plot circle Icon Graph based on the X-Y coordinates related to each ID value in your data source using PowerApps canvas app, I afraid that there is no way to achieve your needs.
Currently, there is no Scattered chart supported in PowerApps. If you would like this feature to be added in PowerApps, please submit an idea to PowerApps Ideas Forum:

As an alternative solution, you could consider create a Scattered chart in your Power BI report based on your dataset (contains ID, X coordinate and Y coordinate). And then publish this report to your BI Service, and pin it as a tile to a dashboard. After that, you could display the Scattered chart in your canvas app using the Power BI Tile control.
The Scattered chart control created in my BI report as below:
Note: Within above Scattered chart, drag the X coordinate column from my dataset as X-Axis, drag the Y coordinate column from my dataset as Y-Axis. And check "Don't summarize" option.
Embed the Scattered chart tile from my dashboard into my canvas app through the "Power BI Tile" control:
