I need to send a notification e-mail when a field is updated in app. E-mail needs to show user who changed (stored in database) and content of changed field.
I am using SQL cloud server for database.
Is there any way to achieve this?

Could you please share more details about the updated fields in App, and the changed user fields, are those fields from the same data source, showing up under the same screen in App?
We could take use of the sendemail function within PowerApps to send the proper notification.
Please take a look at the Office 365 Outlook connection as a reference:

In addition to send the Email within PowerApps, we could also create Microsoft Flow to generate the Email Notification.
For example, if there is an item has been edited, then we could set that up as a Flow trigger, then add a send email action under Microsoft Flow, please first take a look at the template:

Thank you for reply. Yes, fields are from the same data source, and also in same screen in app. See below picture.
I want when somebody write or change something in Comments field to be e-mailed to a specific e-mail address. E-mail should contain updated comment.

How you would like the Email to be sent?
If you would like the the Email be sent on clicking the Save icon at the top right of the screen,
then we could change the onselect property of the save icon, before that, we need first add the Office 365 connection as an available data source, see here for more details(Add a data connection in PowerApps😞

This is a good topic, I just posted a similar suggestion under Ideas!
It would be great if there was a "When record created in Azure SQL DB" trigger to start a Flow that sends an email etc. I sure am missing the maturity of SharePoint + InfoPath + SP Designer Workflow right now (despite their many flaws).
That SendEmail function in the SubmitForm function worked after I explicitly made the data source connection inside the PowerApp (they already existed in the environment, but the app wasn't aware of this until I told it). This is getting closer, but I'd still like workflow functionality to get some values from the form, check them against some averages and then conditionally send different messages depending on the results. Seems a lot to ask from a simple set of functions glued together with and statements.
So, at this moment is not possible? That's not good, because I try to develop an app which will replace an Access web app and of course, I need to have same functionality or at least very similar. However, I can see a lot of missing features in Powerapps till now.
I hope it will be changed in future!
