Detect an error, a user who does not have permission to edit the applications can do so from PowerApps Strudio and he can do it from the options that are enabled by pressing the Esc (Edit) key when the application is running from PowerApps Studio. Consider this error as it puts the integrity of the data at risk. Regards!!

I cannot reproduce your issue. After selecting "Edit" icon in PowerApps studio, default web browser would open. After I login with the user account who has only Can use permission of the app, the app won't open. Only the Home page of PowerApps site shows:
Please check if you have logged in with the right user's account in browser.
