Error trying to add custom connector to new PowerApp

I receive the following error when trying to use my new custom connector in a new powerapp:

Service could not be created. The service configuration file is invalid. No functions defined. There must be at least one '{http://wadl.dev.java.net/2009/02}method' or '{http://schemas.microsoft.com/MicrosoftProjectSiena/WADL/2014/11}function' element specified.

Session ID: d8639f75-f406-4dac-92d9-6e89ce55b321

I have tried deleting the connector and recreating it but i still get the same issue.  The error says it cannot find a methos but the connector has 3 methods that have been tested successfully after creating. Microsoft flow also complains about not finding actions.

Our company would like to use PowerApps with custom connectors but we have to get past this problem first.

Thanks
