I have two questions
Firt, i have a data base in Excel of 4500 items, and i only can see 500 items from list, how i can see more items?
Second, how i can to pass a base data from excel to sharepoint.

You can see a few more rows by changing the data row limit in the App settings. But since Excel doesn't support delegation you'll never be able to interact with all 4,500 rows. You can import them into the app using Excel, but you can't write them back to Excel then. If you have that many records you should really be using a more robust data source. SQL or CDS if you have a premium license or SharePoint at a minimum if you are on a standard license.
To migrate them from Excel to SharePoint you might want to look at Power Automate instead of Power Apps.

You can import Excel into SharePoint directly as below - you will find the second one at the end of your list
