I would need all users in my company to execute a custom form build in Powerapps for a list but without them having enabled PowerApps (for company policy). Is this posisble?

Do you only want the end users (who own Office 365 plan that includes PowerApps) to use your custom form rather than create their app?
Whether or not, a user could create a PowerApps app is based on the license he own for his sign in account. If the user owns Office 365 Plan include PowerApps (except PowerApps for Office 365 Enterprise F1), he would be able to create a PowerApps app.
As an alternative solution, if you just want your end users to use custom form (canvas app) in your SP list but not create their own app, you could consider take a try to assign PowerApps for Office 365 Enterprise F1 license for them.
The people who own PowerApps for Office 365 Enterprise F1 license could only run an app but not create an app. Please check the following article for more details:

Do you custom a form using PowerApps for your SP list?
Further, do you want the end users who do not have PowerApps license to use your custom form?
I agree with @RezaDorrani 's thought almost. If your end users want to use the custom form (created via PowerApps) in your SP list, they must have access to your SP list, and each of them must own a Office 365 plan that includes PowerApps. at least.

We have customized the new/edit/view forms of a SP list using PowerApps ("customize forms" option from the SP list). I need that these customized forms are used by all users in my tenant. All users own Office 365 plan that includes PowerApps and therefore they can execute the forms. The problem is that all users can create their own PowerApps via the "PowerApps" icon of the Office 365 App Launcher and this is against the policy of my company.
What I would need is the possibility for everyone in my tenant to execute the forms we customize for SP lists but without the option for them to create PowerApps.

We have E3 licenses acquired and assigned to all members, unformtunately we cannot assign F1 licenses.
