We can use filter function finds records in a table that satisfy a formula. About Filter function, please check this documentation.
On a Gallery control, we can set the Items property of the Gallery as Filter( Table, Formula1 [, Formula2, ... ] ).
Say I have an app based on SharePoint list Assets, on the Gallery control, I set the Items property of the Gallery as Filter(Assets,TextSearchBox1.Text in Title).Title.
Then when I enter an value in the Text input, the related Title will be filtered.

Is there a way to filter a second data table based on the selected row in the first data table?
As example, I have
with columns Project Name, Project Manager
Table 2: ProjectBudget
with columns Project Name, Project Budget Name, Total Budget
In Table 2, there can be several different budgets for each project. I want to display a filtered list of Table 2 based on what was selected in Table 1.
The Tables are all in Sharepoint Online if that matters...
I am not sure if you came right with this, but if not, yes you can absolutely filter a second gallery based on the selection of the first.
The second gallery will have Filter(table2, gallery1.selected.project name=Project Name)
