How can we add filter in portal app like (combobox or drop down).

Portal apps are still in preview and unfortunately, much of this type of functionality isn't available yet.
There are currently 2 data controls - the List and Form controls. There are no combo or dropdown controls yet.
To filter data in the List or Form controls, you could add a View in the Entities section of the CDS and set the criteria as required. You can then set the View property of your List or Form to display a filtered view of your data.

Unfortunately, I don't think the delete functionality nor the edit functionality is working correctly in Portals right now. I'll see if I can find out or perhaps in the meantime, someone else here might have the answer.

I found enabling Entity Permission (with a delete permission) solve my problem with the delete button
You can have a filter by enable Metadata Filter then choose which attribute or types of filter you want.

No problem,
In you PowerApps portal, you should have Portal Management app (Model driven-app) in your app list. If you dont, you can click on the ... beside your portal, click Settings, then choose Site Settings
then in the Portal Management, go to Entity Lists.
Click the list that you want to add a filter, under General tab, scroll all the way to the bottom, and you should see the Metadata Filter section.
