Is there a way to filter a Office365 SharePoint people picker column. I would like to not display any people in the people picker who has an email address of @specificdomain.com

How about an IF statement like this:
If( "@specificdomain.com" in ThisItem.Mail, "I'm a taco", ThisItem.Mail
My friends make heavy use of the "in" command. Here is a fun use!!
If you're using a Combobox Control to search, you might also mess with the DisplayFields and SearchFields Properties. I bet you can set an IF statement similar to the above that will filter directly at the search Control rather than at the display Control.
Do you want to filter the Person type column of SP list within your app when you select a person from the People picker control?
If you want to filter out the person whose email contains '@specificdomain.com' when you select/search person within the People picker control (Combo box control), I have made a test on my side, I afraid that there is no way to achieve your needs in PowerApps currently.
