Flexible height tile design

I'm trying to create a variable height tile design much like the Pinterest layout (below) and was trying to use the flexible height gallery to accomplish this. Although there is a field available to modify the wrapcount, doing so does not do anything. I was wondering if this could be a bug in PowerApps, and also if there is a work around possible to achieve the variable height tile design (by getting the wrapcount to work for the flexible height gallery or another way).

I've tried to do this with a normal vertical gallery and set the template height to be the height of the background rectangle, however the higher tiles overlap the lower ones (see the highlighted line, there should be a line but the top is overlapping the bottom)

Any help would be very appreciated, thank you!
