I have recently run into an issue where my gallery does not render correctly in Preview mode (F5). This issue only appears when the number of rows exceeds the height of the Gallery (i.e. when I have a scorllbar). When the gallery is sized so all rows can appear in the gallery, the issue does not occur. As a side note, I have also noticed this when I have a form that has a scrollbar and I have noticed that the scrollbar has become super thin.
I have a canvas app with an Azure SQL backend. I am using Chrome Version 78.0.3904.108 (Official Build) (64-bit). I have tried logging out, clearing the cache and internet history and logging back in. This does not appear to correct the issue.
The issue does not appear during design, only in Preview mode. The issue does not appear in the published version.
I have attached samples for you to review. There is one attachment for the Design view and one for the Preview view.

Do you mean that your gallery can not display items correctly when in preview mode?
I've made a similar test but not met the same problem like your description.
My gallery could display correctly in preview mode.
My powerapps version is: 3.19112.24
Could you tell me what is your PowerApps' version?
What's more, I suggest you try other browsers.

Thanks for the reply. From the image you attached, it appears that you are showing me a gallery that is in design mode. I am saying that based on the pencil icon that is displayed. For me, when I am in design mode, everything works as expected. In desgin mode, if I use ALT to test the gallery, everything works as expected. It is when I press F5 to run the app in Preview mode where the gallery does not render correctly.
PowerApps Version: 3.19111.33
Browser Information: I have tried both Chrome and Edge, and I am having the same issue.
My machine is running Windows 10 Pro 10.0.18362 build with 16GB of RAM
