If you place any control on gallery which uses the total template width then some part of control may not be visible,if gallery has scroll bar.
It seems gallery control scroll bar overlaping with Template. In my opinion either scroll bar shouldn't use template width or atleast we should know how much width scroll bar is using , so that we can have responsive controls.

Based on the issue that you mentioned, I have made a test, and the issue is confirmed on my side.
I agree with @RandyHayes 's thought almost. It is an known issue within PowerApps. Currently, within PowerApps, there is no way to know how much width the Scroll bar is using.
The Scroll bar would be the part of the Gallery if you have turn on the "ShowScrollbar" property within the Gallery. In order to fix your issue, you could consider turn off the "ShowScrollbar" property in your Gallery, so the Scroll bar would not be displayed in your Gallery, so the overlapping issue would be gone.

Yes, this is an issue with the Gallery and the scroll bar.
Unfortunately there is no specific padding for the right side to allow for the scroll bar.
Personally, I consider the situation...if the app will be primarily "touch based" (mobile app), then I ditch the scrollbar and use all the space. If the app will be primarily on a desktop/laptop where users are accustomed to seeing a scrollbar, then I plan for the scrollbar to be there regardless of if it is or not.
