Whilst not admitting when there is a problem seems to be a good idea to save your overall avaialibility score of 99.9% from sliding, it's still downtime and our users look to us as support staff/developers when critical systems are broken we depend on Microsoft being open and upfront when there is an issue. Be good to get a root cause analysis posted here as well.
Just an update -- PowerApps has released a new version of PowerApps --3.19052.20. The issues that you mentioned has been fixed within this new version.
On your side, please consider run your PowerApps, check if it has been upgraded to the latest version (3.19052.20). Then re-create a new app using the latest version PowerApps, check if the issue is solved.
