Please share the general guidelines to design the PowerApps form & limitations (when to use and not to use).

A discussion of when to use PowerApps however is a much more wide ranging question. There are lots of reasons to use PowerApps but they vary a bit based on your particular skills and situation.  There are clear business cases like customizing list forms in SharePoint Online modern sites. But there are also times when deciding between PowerApps and traditional development is an open discussion.
