Access had the functionality to generate reports, and I can do it through the Reporting Tool if I run an on-premises SQL Server, but how would I generate reports if all my data are stored in CDS?

Thanks for informing me on the PowerApps Reporting Tool! Didn't know about it. Though it doesn't seem able to generate anything more complex than tables and charts. In MS Access, we could set up headers, footers, formatting, page breaks, etc, a whole lot more.
PowerBI seems suitable for generating single page graphically oriented reports (summaries), as reports that span multiple pages may become cumbersome. Printing support appears to be poor as it just generates a PDF, and you have to print the PDF hoping that scaling and orientation is correct when it gets spit out by the printer.
I'm thinking of creating templates in Word, and populating it with a Flow or something like that.

Populating word templates is possible using MS Flow
Form PowerApps call MS Flo and then use the populate word template action to generate your report
