Pretty much just the title. We've connected the app using the Experimental functionality and confirmed the source code is in our DevOps repo. Yet, when we have two developers try to open the app concurrently, it throws the error for the second person.
Any ideas?

I‘ve made a test but did not encountered the problem you mentioned.
Could please check Git version control setting to mark sure if this app is connect to your Azure DevOps?
Could you please check these known limits?
In addition, have you set up Personal Access Tokens for other developers and given them the right permissions?
If the problem still exists, can you consider recreating a new app and testing it? (As this is still an experimental feature, there may be some unknown limitations).In addition, I suggest you create a support ticket for professional assistance following the below procedure.
