Help- Cannot Drag and Move Data Card, Even Position & Size variable Doesn't work in "Advanced"

Hi All

Need a big help, below is my layout I want to create for a request form. However, I cannot move my datacard freely. 

Do you have any suggestions to create a request form on below desgin ?

Have you tried turning off the snap to columns? Select the form and under properites, toggle snap to columns off. This should allow you to move datacards as you see fit.

Hi,

I turned off the snap to column already. But it seems nothing change. There are something strange. 

In last week, you can see a message "Processing" when you turn off or turn on the snap to column. But now , the i cannot see this message when I turn off the snap to column.
