Help building a new app

Hi there, everyone 🙂 

I have been charged with the task of building a new app for the Tax and VAT Department at my work. 
Essentially they want a process/project management tool. 

The app needs to be able to: 

1. Upload and move documents from one place to the other. 

2. When a document is moved to a new "document library" the user should be able to change the "responsible person" and the system send them a mail about this. 

3. Have an overview page of what documents/cases, could also be folders instead of individual documents, are at what stage. 

I Recently build an PowerApp for my company and really like the feel of it, so i Figured i would try to build something like this in PowerApps as well. However i did not want to set out on this, quite, pressing project without knowing if it could actually be done with the PowerApps tool and maybe with the help of flow/SharePoint as well. 

I therefore ask, does anyone know if building something like this would be realistic or if it cannot be done to an extend that would be somewhat satisfying? Thanks in advance.

So far to upload files in PowerApps, you can only use the attachments control. This control is only avaiable as the attachments of the SharePoint list or CDS entity. And it needs to be inside the edit form control.
