Hour shows correctly in SharePoint list, but converts to Time zone of user when opening I PowerApp

I have an App that users use to report their Overtime hours.
As we just want hours, not dates, we setup dropdowns with the Items set to: ["01","02","03","04","05","06","07","08","09","10","11","12","13","14","15","16","17","18","19","20","21","22","23"]  

 

For the Default we have this formula: Text(Hour(ThisItem.'Start Time1'),"[$-en-US]00") Where "StartTime1" is a Date/Time field.

In SharePoint the hour selected show correctly for all regardless of the Time Zone they are in.
But when displaying that value in PowerApps, it converts it to the persons Time zone they are in.
In SharePoint:

When I open the item in PowerApps ( Central Time Zone) I see:

Co-Worker in Eastern Time zone sees:

Tried multiple "Timezoneoffset" and "DateAdd" formulas to no avail.

If I can get it to display correctly for all(regardless of what Time Zone they are in), then I'll add a note to have users enter the time in Eastern Time Zone Time to keep it consistent.

I think if you store this value as a DateTime field, there is not easy way to disable the timezone feature.

 

could you store it as Text instead in Sharepoint? Or you can hard-code the default to be "06"?
