How do SQL API call limits work?

Hi PowerApps Community,

 

One of the Apps I'm developing seems to be hitting the SQL's API call limit. While there are some improvements that we can apply on the App's code I was curious if the sheer amount of users could be impacting the app


On the documentation page ( https://docs.microsoft.com/en-us/connectors/sql/ ) it says on a Canvas App level the Calls available are 300 calls every 30s per user

Does this ,per user, mean different accounts using the same connection?
For example:

If there's a SQL connection called "Connection 1", and user A does 305 calls in 25 seconds and user B does 125 in 45 seconds.

Does this mean that only user A will be throttled? or will the throttle apply to Connection 1?

On top of that, how are these Calls balanced between PowerApps and Power Automate, If Power Automate reaches a cap does it impact the PowerApps and vice-versa?
