How many custom tables are I allowed to create on a "Per app plan" and "Per user plan"?

According to the licensing guide of the powerapps currently there is not limit on the usage of the custom tables when using powerapps per user/per app license

There is no specific number for this. But you can lookup what it is for your environment. This is from the CDS documentation.
There is a limit to the number of tables you can create. You can find information about the maximum number in the Settings > Administration > Resources In Use page. If you need more custom tables, contact technical support. This upper limit can be adjusted.
