There's an option to "Send As" or "Send On Behalf" in Outlook 365 - Send An Email (V2), but whenever I entered someone else's e-mail, it still sends as my e-mail. How do I overcome this problem? Is it because their e-mail wasn't given the permission to send as?
That is likely the case, although it should probably fail/show an error.

How are you invoking the Flow?
Can you confirm the runs to ensure that you are in-fact, passing a value into that field that is not your own email?
As you can see in the hint text, the action requires that the mailbox owner has given you permissions to do so. Is this the case with whatever send-as you are using?
