When users open my app for the first time, a message is appearing that asks permissions to various 365 tools. How can they avoid seeing this screen that asks them to allow access?

As @mdevaney said you really shouldn't bypass this, but if you really want to there is PowerShell that you can run that will automatically accept this for all your users. You can read about the PowerShell command you need here:

A question for @RezaDorrani (who also makes very good videos) I assume you would need to be a system administrator and that this setting would be global Power Apps facility?
PowerShell isn't in Power Apps. This is a Power Apps specific cmdlet that you use in regular Power Apps after authenticating to Office 365. Check the documentation @RezaDorrani mentioned.
From the Docs: "A user with any of these roles, Office 365 Global admins, Azure Active Directory Global admins, or Dynamics 365 Service administrator, can access the Power Apps admin PowerShell cmdlets. " Basically a Global Admin from one of the platforms involved.
