Yeah, you are right. PowerApps is case sensitive.

Actually, the Lower() function could achieve your needs. The Lower() function would convert any uppercase letters to lowercase. You could also take a try with the following formula:

 

 If(Lower(User().Email) = "prey.veng@abc.com", true, false)

Please take a try with above formula, check if the issue is solved.
