I have an actual (published) version of my app (version 3) created more than 6 months ago.
Is it possible to open an actual/published version for editing?
I think published version should be always available for editing.

Interesting scenario here.
You cannot restore a version greater than 6 months ago.
Best practice is to always republish your App every 6 months even if you have made no changes.

I agree with @RezaDorrani here.
It's not possible to restore app versions prior to six months and it's a good idea to republish.
It used to be the case that when we export an app (by selecting an app and clicking the export package button), it would export the published version. If that's still the case, you could try exporting your app in order to try and retrieve an editable version.
