Currently our Org has Powerapps and Flow license allocated for all users in the organisation.
In one of our Canvas apps we have an Implicitly shared SQL server connection connecting through the Data Gateway to the on premise SQL server. When we share this app with all the users in the org, do all of them need to have Per user license to use the app?

If you're building up to 2 apps, you can license each user with a per app license. The cost of this would be $10/user/month. The per user license at $40/user/month would allow more than 2 apps.
If you're connecting to an on-prem SQL Server through the gateway, each user would require one of these licenses. A seeded Office365 license would not cover this scenario.
