Licensing for PowerApps

We have several Office 365 Business licenses in our company. I am admin and have been creating a few PowerApps, with Excel backends.

 

I wanted to experiment with the "Common Data Source for Apps". So, I tried to create an entity and picklist but didn't have permission. I assume I need a PowerApps Subscription to do this.

 

Question: For the PowerApps subscription what is considered a "user"? Just the person developing the PowerApps? Or if my apps are going to be used by 20 people in the company do I need to purchase 21 licenses (me + 20 users)?

If you are using CDS (Common Data Service) in PowerApps then every user will need a Plan1 (for Canvas Apps) or Plan2 (for Model Driven Apps) PowerApps license unless they already have a Dynamics365 license. The O365 license doesn't give you the CDS extras.

Do you want to use Common Data Service within your PowerApps app?

Could you please show a bit more about the "user" that you mentioned?

 

I agree with @Jeff_Thorpe's thought almost, if the license of your PowerApps is Office 365 License, you don't have permission to use the Common Data Service (CDS) within your PowerApps app. 

 

If you want to use Common Data Service within your PowerApps app, your PowerApps should use PowerApps Plan1, PowerApps Plan2 or Dynamics 365 License. More details about different licenses of PowerApps, please check the following article:

In addition, the user of PowerApps app not just the Developers, we could share our apps with other people who don't familiar with PowerApps in our Organization, the other people may only need to use the PowerApps app.

 

If your PowerApps app are shared with other 20 people in your Organization, you only need to purchase 1 PowerApps License, the other people (who you shared PowerApps app with) should purchase corresponding PowerApps License on their side for using the PowerApps app.

It's weird that they let me see the default provided entities, picklists, etc.... but I can't create new ones, etc...
