Question about the "out of call volume quota" on a flow I'm using. It's a simple flow that initiates an email when a user submits a form on a powerapp. I just sent 30 tests and the 23rd and 26th ones failed due to the quota error. Is the limit on these emails per user? Or is it a daily limit for my flow for all users?

Could you please share more details about the error message (under Microsoft Flow running details page)?
Because different connectors would have its own volume quota, and if that is running out, under the special Action, it will remind you the message you mentioned.
If here it is Flow Quota, and you have the Flow free plan, then you could check the Flow quota by
lick or tap Activity to show logs of your runs, along with notifications and failures.
And
If you're not on a free plan or a trial plan, runs are pooled across all users in your organization. We're working on features to expose available quota and usage across an organization.

I have the Flow for Office 365 (free) plan. I see that includes 2000 runs per month - is there a daily limit? Why would my 23rd and 26th runs fail (from my 30 tests).

Your experience make me thinking there should be a quota limits for the Send Email Action in a limited time.
Would you please share a screenshot of the problematic Action?
Which Connector you used to send the Email?
The quota usage should be mentioned in the corresponding mail service REST API document.

Flow fails only when reaches 'Send email notification' action. I'm wondering what is the quota limit, where can I chek it and is there a way to extend it? Also, is this quota per user or for the whole organisation?

I am also hitting the Quota on an Enterprise account. I'm beign tasked with creating an auto emailer that will email about 2000 people a day with business stats.
If I get blocked after sending 5 emails my company will probably abandon Flow entirely for another option...

If I understand correctly you're concerned about hitting a quota.
There may be a misunderstanding here. The original poster had hit a quota not because of flow, but because of the connector itself and not the number of flow runs.
You may want to consider placing a delay between each of the emails sent out.
There may be some best practices to try here. Can you share more about the flow you have set up so I can recommend some resources?
The thread is 2y old, but for anyone running into the same issue (as myslef today), mentioned Mail connector has limit of 100 calls only per 24hrs per connection.
I was not aware of this limit, but it's mentioned also in documentation

Compared to O365 Outlook connector which has 900 calls per 60 seconds is this one really limiting.
