Link Planner and SharePoint with a non-O365 Group

I have a project that requires customers to fillout a form to start a new request and once they save it an email gets sent to an org box. Once a member reads the emails and verifies the information is there a way that they can copy a plan and assign it to a specific person to begin working that project? What the ultimate goal is for the sharepoint site that does not allow O365 groups is to have a drop down that list all the active plans that are getting worked on. Once a plan name is selected from the dropdown it will display the charts page for that specific plan in the SharePoint page. Is this possible?
