I'm having a problem with one user where whenever I open Meeting Capture it shows blank entries of that persons calendar (has full access). I have reconnected the Outlook and 365 connections in Power App settings but no luck.
I also tried another computer to make sure nothing is local and try on the Office.com of that users login
Everyone else I know doesn't have this problem.
anyone have an idea?

Could you please share a bit more about the issue?
Do you mean that one of your end users could not see his Calendar events when he run this template app?
Based on the issue that you mentioned, I have made a test on my side, and don't have the issue that you mentioned. The important thing you need to know is that this "Meeting Capture" template app could only retrieve Calendar events created between today and the day after tomorrow (Today + 2) in default.
If you want to use this "Meeting Capture" template app to retrieve previously created events, you need to made some modification to this template app:
E.G. Retrieve Calendar Events created in this Month, you need to modify above ClearCollect formula as below:
ClearCollect( AllFutureEvents, Office365.GetEventsCalendarView( MyCalendarID, Text(Date(Year(Today()),Month(Today()),1),UTC), // first day of this month Text(Date(Year(Today()),Month(Today())+1,1)-1,UTC) // last day of this month ).Values )
Please check if the user created Calendar events in his Outlook between today and the day after tomorrow. Also please consider edit your template app, then modify above ClearCollect formula within the OnStart property of App control, then re-load your app, check if the issue is solved.
Also please check if the end user (faced this issue) has proper license to run PowerApps app, and have proper Office 365 license to use Office 365 Outlook connector.

If you could kindly see the attachments. I sometimes get the error but most of the time just a blank popup with no meetings populated whenever the user tries to run it. (I have his credentials so I'm doing it now from my work PC) I do find it strange that no one else has this issue except this 1 user. Everyone is setup the same way when I navigate through options to see if any mismatch with settings. The attachment called "connections" is what I can verify the user has like the rest of the staff so I don't understand why this is happening.
If you say to modify the below would that have to be the owner of app? Wouldn't that just affect everyone else?
The user "mross" just like the rest of our employees are Office 365 licensed does this differ from PowerApp's license? if so where can I check this? The user has full access to his own calendar in outlook and has entries now and ahead of time so I know there's definitely entries in his calendar.

Please make sure the Office 365 license the end users own include PowerApps features.
In addition, please consider go to the "Advanced settings" of "App settings" of your app, then turn on the "Formula-level error management" option, then re-published app, then check if the issue is fixed.
If you are the Owner of this app, you could consider take a try with the formula I provided in previous reply, then re-published your app, then the changes would be applied to all your end users.
You could also consider take a try to update the ClearCollect formula within the OnStart property of App to following:
ClearCollect( AllFutureEvents, Office365.GetEventsCalendarView( LookUp(Office365.CalendarGetTables().value, DisplayName = "Calendar").Name, // Modify formula here Text(Today(),UTC), Text(DateAdd(Today(),2,Days),UTC) ).Values )
then re-publish your app, check if the issue is solved.

The user isn't on Meeting Capture V2 but I was told that on this new version the modifying isn't necessary and can go beyond 2 days of calendar appointments.
