Merging two pdf files

I am trying to merge two pdf files. They are as attachments in Notes of two entities using Microsoft Flow. I can get the files, but I cant merge them.

I have tried putting both files in a new file using "Create New file" step of SharePoint. When that did not work I tried using "Merge file" step of OneDrive.

Using the first approach creates a corrupted file while using the second approach gives "Bad request" message. I know there are some third party connectors available, but I would like to do this without using them if possible. Is there any way to do this?

Also might consider looking at the Plumsail Documents connector.  

It is a subscription service but a pretty low cost if you are needing this option often.

They specifically have (among many) a function to Merge PDF documents.

I am afraid that currently there is no way to merge the pdfs directly, you need to use the third party connectors for doing so. You may refer to few blogs for more info:
