Not in a SharePoint online modern site. I don't think you can use InfoPath to do it either (although I wouldn't recommend that at this point.)
Because of the additional backend coding involved in an event list PowerApps doesn't support the customization of event lists. YOu can build a standalone app against an event list (its difficult, but doable) but there is no way to build a SharePoint integrated PowerApps form. Its not supported.
