Moving from CRM On Premise to Power Platform

My organization is currently using Dynamics CRM 2016 On Premise with customized ADX Studio Portals v7.

We are using Dynamics primarily as an XRM platform to manage custom records and the ADX portal to interact with external clients. As such, we are looking at Power Platform Model-Driven apps along with a Power Portal as a platform for developing our next set of applications (and to eventually host our current applications as well, although the y will need to be modified to work in Power Platform/Power Portals).

One thing that concerns us is Dataverse pricing. Our current Production CRM Database is around 90GB, and at 50CAD/GB for Add-On data space seems pricy to do what we are looking for.

Is there another way to do Data-Driven Apps without Dataverse? Or is there a licensing option that may be more beneficial for us?

A lot of this depends on how many user licenses you will be buying.  Each Per User license for Power Apps includes 250 MB of storage capacity for databases.  So if you have 360 users or more your database storage should be sufficient.  the price you are quoting is for additional storage over an above what is provided through licensing.
