you are still running the Filter action inside of a for loop
You do not need that
Now that you have the length figured out
Now just add a condition action to check if the length(filter output) is equal to 2
If YES, then both users have approved
If NO, then 1 or both have rejected
responses is a collection
use filter array to filter each response and check with Approve
then use length function length of filter array output to see how many approved
If count is 2 - then both approvers have approved

The Everyone must approve type returns the Outcome as a comma delimited list of individual outcomes. So I would Split the outcome into an array. Do a ForEach on the Array and if any value is "Reject" then set a variable to Reject, if not set it to Approve. YOu can also use the values in the Array to set the fields in SharePoint that you want updated.
