Needed - App Creation

Hi - I am not technically minded & have been directed here. 
I am wanting an app/dummy app created/built for a uni project. I’d like it to be a mental health check-in point for Carers in the community in the UK. 
I have been advised to post here in the hopes that people will bid to create this/build this on commission for me?
