looking for a platform where I can build multiple apps for different businesses. Can this be a solution? So they can have their own logins and keep data seperate? Do they need a license to access the app, or just me as the creator?

PowerApps authentication is based around "Office 365 tenants". Therefore, users within the same Office 365 organisation can share apps and data.
It is not possible to share apps between Office 365 organisations, so this is the method by which you would segregate access to apps and data.
All users require a PowerApps license to access an app. It's not just the creator/app builder that requires a license. There are many Office 365 subscriptions that include a license for PowerApps. This provides a cost effective way to use PowerApps. Without an Office 365 subscription, a standalone "plan 1" license will be $7/user/month.
