After creating the flow, it appears in the menu on the left under Flow, but in PowerApp from Action -> PowerApp the list is empty.

your Flow must have the PowerApps trigger
In addition,Please create a new blank app, then click "Actions"-> "Power Automate" action, then check if the all available flow connections listed there.(make sure you signed in your PowerApps using same account which you use to create/update your flow)
Also please consider clear cache of your browser, and then sign in your PowerApps again, check if the issue is solved.

This app is not in a solution.
The first flow is creating from Power Automate and the second from "create new flow", but both dont' see in the listt Action -> Power Automate in Power Apps.

My flows are no longer visible to add them to my canvas app. The flows already in the canvas app are still visible in my >Action >Power Automate tab. The preview setting for "Enable Power Automate pane" has never worked for me. Only the >Action >Power Automate button has successfully populated my flows.
Suddenly this doesn't work anymore. New apps in same environment show no flows at all. Existing app shows no new flows, only flows it already contains. Copy of existing app in same environment with different name (using "Save As" >Cloud) shows no flows at all, not even those already in the app.
I have a $5 per app add-on license and the app and all the flows are in their own environment. Was trying to create a new Parent/Child flow to add to the canvas app (everything is in same environment and same solution), but found I can no longer get the list of flows to populate any new flows. I'm using the button flow trigger instead of the PowerApps run a flow trigger because I need run-only-user context in the Parent flow, and I'm pretty sure button flow trigger works from canvas app. But regardless, none of the flows are populating in newly created/copied apps so something weird is happening.
Clearing cache did not work. Using different browser did not work.
Edit: I figured it out. Can't use button-triggered flow if the flow contains run-only-user connections. Flows with run-only-user connections require the PowerApps trigger to be able to launch from a canvas app, because they need to run in the context of the canvas app user, and the button trigger is apparently not able to take the delegated permissions for the app user's connectors. Doesn't really make sense but everything works if you switch to PowerApps trigger instead of button.
