Not able to join power app community program

following message is appearing

Are you using your work or school email address to join?  Your admins may have disabled the ability to join the community program.

Hello, @kushalkkedia 

try to use different browser for example if you are using chrome then try to do he same step in Microsoft edge  and you can only use work related  email id or school email id with different domain other than Gmail, yahoo...

OR 

try to clear browser history with cookies and browse sign in then try to login

I hope it will solve your problem...
