When I try to run the apps on PowerApp mobile (iOS & Android), the application stuck at "Downloading" screen.

What’s your PowerApps version? Please make sure you are using the latest version.
Please check the Networking status and make sure it is working fine.
When testing it on my side, the mobile app is working properly.
Please try again with it and feel free post back if the issue still exists.

I see your post is from 16 hours ago. There was an issue with PowerApps on mobile devices around that time. You might try again now that the issue has cleared.
I've also experienced this issue before yesterday on iOS devices. Here was the fix:

The version is updated to (3.19014.8). And after update I start to have this issue.
I double checked networking but still no response.
I even tried with an empty app, same screen unfortunately.
