Are you using Office365 Users connector as data source in this PowerApps? Would you please check on the Connection list to see if your Office365 Users connection's status is connected?
If it's not, please fix connection there and then test again.

Thanks for the reply @v-monli-msft.
- I am using the O365 connector
- All connectors show "Connected"
- Unfortunately, this was an error one of my USERS received so they are not able to check their O365 Data Source.
